CHIC Digital Asset Delivery Framework

Live

Framework Description

CHIC's Digital Asset Delivery framework gives housing members partners to create digital twins of their homes and to capture, analyse and manage asset data. It has six lots covering everything from strategy to platforms. It was awarded on 14 September 2021 and runs until 13 September 2029, with no extension.

Context & Use Case

Landlords use it to build accurate, structured data on their stock. That supports Building Safety Act golden thread duties, retrofit planning and planned maintenance. A project might start with a digital advocate setting the strategy, then on-site data capture and model creation, then a digital twin platform. Members call off by mini-competition or direct award.

Scope of Services

Lot 1: Digital Advocate Lot 2: Digital Capture Lot 3: Digital Asset Creation Lot 4: Digital Asset Collation Lot 5: Digital Twin Platform Lot 6: Member Specific Development

Lots

Lot 1 Digital Advocate; Lot 2 Digital Capture; Lot 3 Digital Asset Creation; Lot 4 Digital Asset Collation; Lot 5 Digital Twin Platform; Lot 6 Member Specific Development

Who Can Apply

Digital surveying firms, data integration specialists, BIM consultants and digital twin platform providers working in housing. Applications for this framework are closed until it is re-tendered, around 13 September 2029.

Buyer Benefits

Housing providers can build digital asset data step by step, with separate lots for advice, capture, modelling and platforms, so they avoid being locked into one vendor. Good asset data helps with building safety compliance, investment decisions and retrofit targeting. A member-specific development lot also allows bespoke work.

Next Steps

Appointed suppliers should target CHIC members with high-rise or complex stock, where structured building safety data matters most. Others should register interest with CHIC on its Digital Asset Delivery framework page ahead of the next reopening, and build housing case studies that show measurable data quality and how landlords used the data.

How Athena Can Help

Digital asset bids often fail because they are too technical for housing evaluators. Athena's bid writing team turns your capability into outcomes landlords care about, such as compliance, investment planning and resident safety, for mini-competitions now and the 2029 re-tender.

While applications for this framework are closed, our framework registration service finds digital, data and technology frameworks across housing and the wider public sector that you can join, and handles the applications. For landlords' own data tenders, our public sector bid strategy helps you decide which to pursue.
