CHIC Healthy Homes Framework

Live

Framework Description

CHIC's Healthy Homes framework gives housing members a route to retrofit, energy efficiency and property safety improvements. It has three lots: consultancy services, works and services, and digitisation. It was awarded on 2 April 2024 and runs until 1 April 2028, with no extension. It is open to CHIC's housing association and local authority members.

Context & Use Case

Landlords use it to plan and deliver programmes that make homes warmer, safer and cheaper to run. That can include stock analysis, fabric-first retrofit, turnkey projects and smart sensors that monitor damp, mould and energy use. It suits funded decarbonisation programmes as well as landlords' own investment. Work is awarded by mini-competition or direct award.

Scope of Services

Lot 1: Consultancy, including asset management, technical consultancy and design Lot 2: Works and services, including fabric-first retrofit, M&E and building safety works Lot 2: Turnkey retrofit project delivery Lot 3: Digitisation, including analytics and smart sensor platforms

Lots

Lot 1 Consultancy Services; Lot 2 Works and Services; Lot 3 Digitisation

Who Can Apply

Retrofit coordinators and designers, retrofit and M&E contractors, and providers of smart sensors and housing data analytics. Applications for this framework are closed until it is re-tendered, around 1 April 2028.

Buyer Benefits

Landlords facing damp and mould scrutiny and energy efficiency targets can take a programme from data and design to installation and monitoring through one framework. Turnkey delivery reduces their interface risk. Sensor data helps them target interventions and show results to residents and funders.

Next Steps

Appointed suppliers should approach members planning funded retrofit or damp and mould programmes with lot-specific case studies. Others should register interest with CHIC on the framework page before the 2028 re-tender, and build evidence of measured outcomes, such as energy savings, EPC improvements or reduced damp cases.

How Athena Can Help

Retrofit and healthy homes bids are increasingly scored on measured outcomes and resident experience. For appointed suppliers, Athena develops F.V.D. win themes around both, and our bid management and writing support applies them to each member's mini-competition.

For firms preparing for the 2028 re-tender, we can plan the CHIC bid early and prepare applications for other retrofit and decarbonisation frameworks through targeted framework applications. Our pricing for funded programmes helps keep bids competitive and profitable.
