Framework Description
CHIC's Mechanical and Electrical framework gives housing members a route to heating, low carbon, electrical and ventilation works. Lot 1 covers mechanical and heating systems and Lot 2 covers electrical and ventilation. It was awarded on 1 April 2025 and runs until 31 March 2029, with no extension, supporting members on compliance, sustainability and efficiency.
Context & Use Case
Landlords use it for boiler and heating replacement programmes, moving homes to heat pumps or solar thermal, rewires and periodic electrical inspections, and fitting ventilation to tackle condensation and mould. Newer measures such as battery storage, solar PV and EV charging are also covered. Members call off by mini-competition or direct award.
Scope of Services
Lot 1: Mechanical and Heating Systems, including gas, oil and hot water heating Lot 1: Low carbon heat, such as heat pumps, biomass and solar thermal Lot 2: Electrical and Ventilation, including wiring and periodic inspections Lot 2: Battery storage, EV charging and solar PV Mechanical ventilation systems
Lots
Lot 1 Mechanical and Heating Systems; Lot 2 Electrical and Ventilation
Who Can Apply
Heating, electrical and ventilation contractors, including low carbon installers, working in social housing. Applications for this framework are closed, and it is expected to be re-tendered around 31 March 2029.
Buyer Benefits
One framework covers both compliance-driven work, such as electrical testing, and decarbonisation work, such as heat pumps and solar PV. That lets landlords plan both together. Pre-vetted contractors reduce risk on gas and electrical safety, and including ventilation helps landlords respond quickly to damp and mould concerns.
Next Steps
Appointed contractors should show members their capacity for low carbon retrofit as well as conventional heating and electrical work. Others should register interest with CHIC, keep accreditations such as Gas Safe and MCS current, and build social housing evidence before the 2029 re-tender.
How Athena Can Help
M&E mini-competitions increasingly reward low carbon delivery and resident communication. For appointed contractors, Athena can sharpen both. Our bid strategy and writing uses competitor scoring to show where marks are won.
For firms outside the framework, we can identify heating, electrical and retrofit frameworks across housing and the public sector, and handle the paperwork through our framework registration packages. When landlords tender M&E programmes themselves, our public sector bidding team can run the bid.
