CHIC Multiple Elements Framework

Live

Framework Description

CHIC's Multiple Elements Framework gives housing members a route to multi-trade works across their homes. Lot 1 covers multiple elements of the built environment and Lot 2 covers void works and responsive repairs. It was awarded on 22 August 2025 and runs until 21 August 2029, with no extension. It suits landlords that want fewer contractors on site.

Context & Use Case

Landlords use Lot 1 when a planned programme combines several elements, for example roofing, electrical upgrades, heating and scaffolding on the same street, under one contractor. They use Lot 2 to turn empty homes round quickly and to clear repairs backlogs. Members call off by mini-competition, or by direct award where speed matters.

Who Can Apply

Multi-trade contractors able to manage planned programmes or void and repairs work in occupied social housing. Applications for this framework are closed until it is re-tendered, around 21 August 2029.

Buyer Benefits

One contractor covering several elements means fewer visits to residents' homes, shared scaffolding and access, and less management for the landlord. The voids and repairs lot helps cut lost rent and clear backlogs. Both lots give members a quick, compliant way to appoint contractors.

Next Steps

Appointed contractors should highlight resident satisfaction, void turnaround times and multi-trade coordination when members run mini-competitions. Others should register interest with CHIC and build evidence from comparable planned and voids contracts before the August 2029 re-tender, showing how you coordinate several trades on one property.

How Athena Can Help

Multi-element and voids mini-competitions are scored on programme management, resident care and price. Our bid writing specialists build F.V.D. win themes on all three for appointed contractors, and Athena runs a Bid Health Check on your standard responses.

If you are not on it, we can find other housing maintenance frameworks and dynamic markets open sooner than 2029. We will also prepare those applications as part of getting your firm onto frameworks. For voids and repairs contracts that landlords tender directly, our bid consultancy for public contracts covers the whole process.
