Framework Description
Countess of Chester Hospital NHS Foundation Trust has let a concession contract for a framework delivery partner to improve energy infrastructure and support Net Zero targets. The partner acts as Framework Manager, handling day-to-day administration, procurement expertise, legal support and technical oversight, and can charge management fees to users. Projects cover low-carbon upgrades and alternative energy, including geothermal, green district heating and hydrogen or biogas.
Context & Use Case
NHS trusts need to cut carbon from hospital buildings, staff accommodation and support facilities while keeping clinical services running. The framework gives them a delivery partner to plan, finance and install upgrades on existing and new facilities. The Framework Manager also monitors energy savings and develops business cases, helping trusts make the case for investment.

Who Can Apply
The delivery partner role is a single appointment and is live, so it cannot be applied for now. Energy services companies, installers and consultants are more likely to find work through the projects procured under the framework, either as contractors or in their supply chains.
Buyer Benefits
Trusts get one partner who can design, finance and deliver decarbonisation with savings monitored over time. That reduces the burden on estates teams who lack specialist energy skills. Buyers value measurable carbon and cost savings, minimal disruption to clinical services and financing models that work within NHS capital limits.
Next Steps
Read the Carbon and Energy Fund announcement on the framework page, which covers the latest COCH and CEF framework and the contractors selected for it. If you supply low-carbon technologies or installation services, look for supply chain openings with those contractors. Gather case studies of NHS or public sector energy projects with measured carbon and cost savings.
How Athena Can Help
With the partner role filled, the opportunity for most suppliers is in the projects that follow. Athena's bid/no-bid and positioning advice helps you decide how to approach the appointed Framework Manager and other NHS energy routes.
Our framework research identifies other decarbonisation frameworks open to installers and consultants, and our technical bid writing turns your project results into evidence that scores, with measured carbon and cost savings set out clearly for NHS estates teams.
