Framework Description
LHC Procurement Group's Asset Safety and Compliance framework (ASC1) gives UK public sector organisations one route to the statutory safety services their buildings need, for both commercial and residential properties. It has 12 lots across asbestos, property protection, water hygiene, gas and mechanical services, and electrical testing. It runs from 4 September 2023 to 3 September 2027, with the domestic gas lot running to 17 September 2027. This framework is used by LHC Procurement Group and South West Procurement Alliance.
Context & Use Case
Estates teams, housing providers and other public bodies with large or scattered portfolios use it to keep buildings compliant and safe for tenants and users. Typical needs include asbestos surveys and removal, water hygiene testing, gas and heating servicing, ventilation and air conditioning maintenance, and electrical or portable appliance testing. Contracts signed before the framework expires can continue beyond its end date.

Who Can Apply
Compliance contractors and consultants in asbestos, property protection, water hygiene, gas, ventilation, air conditioning and electrical testing. Applications for this framework are closed with 42 suppliers appointed, so others cannot join until it is re-tendered, around 3 September 2027.
Buyer Benefits
Buyers can deal with several statutory risk areas through one framework, which simplifies supplier management and compliance reporting. Contracts that run past the framework end date give continuity for long servicing programmes. Separate gas safety arrangements for domestic properties suit housing landlords.
Next Steps
Appointed suppliers should target buyers renewing compliance contracts before September 2027, since contracts signed in time can outlast the framework. Others should prepare for the re-tender: choose the lots you can evidence, gather accreditations for each discipline, public sector compliance case studies and examples of reporting quality, and follow LHC's ASC1 framework page for news of the replacement.
How Athena Can Help
With about a year left, this framework's re-tender is the next way in for most compliance firms. Athena can plan that bid with you and build F.V.D. win themes around assurance and reporting, as part of our bid management and win themes work.
For appointed suppliers, we write call-off responses and price multi-year servicing contracts. For everyone else, our compliance framework registrations service finds other open routes and handles the applications, and our bid/no-bid assessment helps you decide which disciplines to compete in.
