Framework Description
Fire Safety (FS2) is LHC Procurement Group's framework for fire safety specialists, offered to public sector organisations through its regional procurement brands. Applications for this framework are closed (it is not a DPS), and it runs until 1 April 2028 with no extension. Eight workstreams sit across four solutions: consultancy and risk management, installations, servicing and maintenance, and cladding and remediation. This framework is used by LHC Procurement Group, LHC London and South East Procurement and SWPA.
Context & Use Case
Public sector organisations across the North of England, including housing and estates teams, use FS2 for fire risk assessments and strategies, alarm and detection installations, suppression systems, ongoing servicing and cladding remediation. Buyers can appoint an individual specialist or a multi-disciplinary team, and early collaboration is encouraged so that fire safety work is planned rather than reactive.

Who Can Apply
Fire engineers, risk assessors, alarm and suppression installers, maintenance firms and cladding remediation contractors, particularly regional SMEs. Applications for FS2 are closed, so firms not appointed cannot join now. A re-tender is likely around the 1 April 2028 expiry; check the framework page for timing.
Buyer Benefits
Choosing between a single specialist and a multi-disciplinary team lets buyers match the route to the job, from one fire risk assessment to a full remediation programme. The emphasis on local and regional specialists and SMEs supports social value and local spend targets, and LHC's advice on scoping helps buyers without in-house fire engineering expertise.
Next Steps
Appointed firms should keep accreditations, competency records and remediation case studies current and respond quickly to call-offs. Others should register on LHC's e-tendering portal, read the FS2 framework guide to understand the workstreams, and prepare evidence for the re-tender likely before 1 April 2028.
How Athena Can Help
Fire safety buyers mark hard on competence and evidence. If you hold an FS2 place, Athena's bid writing team can strengthen call-off responses with clear methodologies and pricing informed by likely competitors.
If you do not, our framework search and applications service finds fire safety frameworks and DPSs that are open now, and our public sector bid planning gets your case studies and policies ready for the FS2 re-tender well before April 2028.
