Insurance and Associated Services

Framework Description

Crescent Purchasing Consortium's Insurance and Associated Services framework (tender reference CPC/MN/02/2024) merged CPC's two earlier insurance frameworks, one for colleges and one for academies and schools. It has three lots and runs from 1 February 2025 to 31 January 2028, with an option to extend by 12 months to 31 January 2029. Members can also get specialist advice from CPC's authorised broker partner, Risk2Value Ltd.

Context & Use Case

Colleges and universities buy cover through Lot 1, and academies, trusts and schools through Lot 2. Schools in the DfE Risk Protection Arrangement use Lot 3 for covers the RPA does not include, such as motor, engineering inspection, contract works and cyber. Members access the framework through MultiQuote and can ask Risk2Value Ltd to run a compliant mini-competition on their behalf.

Scope of Services

Lot 1: Insurance and associated services for colleges and universities Lot 2: Comprehensive insurance cover for academies and schools Lot 3: Covers not included in the DfE Risk Protection Arrangement Property, contents, liabilities, accident, travel and legal expenses Motor, engineering damage and statutory plant inspection Contract works and cyber risks

Lots

Lot 1 Insurance and Associated Services for Colleges; Lot 2 Academies and Schools Comprehensive Insurance Cover; Lot 3 Academies and Schools Covers Not Included in the Risk Protection Arrangement

Who Can Apply

Suits insurers and insurance service providers with education-sector appetite. Suppliers were appointed through the original tender, so new insurers cannot join this framework. The next chance comes at re-tender, likely around January 2028, or January 2029 if the extension is used.

Buyer Benefits

Education buyers rarely have insurance specialists in-house. Here they get one route covering several classes of risk, a broker partner who runs the competition for them, and the MultiQuote portal to make quotes comparable. Combining the colleges and schools frameworks also means a single set of terms for trusts that run both kinds of institution.

Next Steps

Appointed insurers should prepare for MultiQuote mini-competitions run by Risk2Value Ltd, with clear pricing and claims-handling evidence for education risks. Others should plan for the re-tender. Watch Find a Tender and the CPC Contracting Pipeline from late 2027, and use the time to build education claims data, risk-management services and cyber cover that would strengthen a future bid.
