Leasing Services DPS

Live

Framework Description

Crescent Purchasing Consortium's Leasing Services DPS (tender reference CPC/RL/03/2022) helps members fund assets through vetted lessors, with support from contracted Leasing Advisors at UniLink Finance Ltd. It started on 1 November 2022 and runs until 31 October 2027 under the Public Contracts Regulations 2015. It has four lots covering operating leases, finance leases and loans.

Context & Use Case

Schools, colleges and other CPC members use the DPS when they want ICT, vehicles, furniture, modular classrooms or plant without paying the full cost up front. Every competition under the DPS runs on the Sourcing Cloud platform and is managed by UniLink Finance Ltd as CPC's appointed Master Lease Vendor, which can also help members evaluate lessors' bids.

Scope of Services

Lot 1: operating lease for ICT, AV, smartboards, MFDs and telecoms Lot 2: operating lease for vehicles, catering, furniture, modular classrooms and other plant Lot 3: finance lease (nil residual value) for all plant and machinery Lot 4: loans for all assets

Who Can Apply

Suits lessors and asset finance companies, including local lessors, that can lease or lend to education and public sector clients. As a live DPS, new lessors can apply to join any of the four lots while it runs. CPC evaluates applications within 10 working days of receipt.

Buyer Benefits

Members get independent advice from UniLink, lessors that comply with IFRS, IAS and UK GAAP, and several vetted lessors in each lot competing on rates, so they can demonstrate value for money. Because every competition runs through the Sourcing Cloud, the process is fully auditable, which matters to finance teams answering for each lease decision.

Next Steps

Create an organisation account on CPC's MultiQuote platform, find the opportunity using project reference CA10962, and download the Leasing Services DPS ITP document. Complete it, work through its checklist so nothing is missing, and upload everything through the portal. Choose the lots that match the assets you fund. The DPS ends on 31 October 2027, so joining early gives you more competitions.

How Athena Can Help

Joining this DPS means completing CPC's ITP and its checklist correctly first time. Athena's DPS application service handles that: choosing between the operating lease, finance lease and loan lots, answering the selection questions and compliance-checking the submission.

Once you are admitted, UniLink runs competitions for members, so rates and terms will be compared closely. Our pricing and bid team builds finance models and quality answers that win, and our bid/no-bid support helps you judge which competitions are worth pricing.
