Mechanical & Electrical Maintenance Services

Live

Framework Description

Crescent Purchasing Consortium's Mechanical & Electrical Maintenance Services framework (tender reference CPC/KB/01/2023) is a re-tender covering planned preventative and reactive maintenance of building services. It started on 1 March 2024 and runs to 28 February 2027, with an option to extend to 29 February 2028. It has 14 lots: 13 regional lots across the UK, the Channel Islands and the Isle of Man, plus a national lot. This framework is used by Crescent Purchasing and SUPC.

Context & Use Case

Education and other public sector buyers use it to appoint one contractor for their whole mechanical and electrical maintenance requirement, from boilers and air conditioning to fire systems and lifts. They can call off by direct award, by direct award using a desktop exercise, or by further competition, including with CPC's further competition calculator.

Who Can Apply

Suits M&E maintenance contractors that can self-deliver or subcontract all five core service areas in a region, or nationally. Applications for this framework are closed, so contractors not already appointed cannot join until it is re-tendered, likely around February 2027, or February 2028 if the extension is used.

Buyer Benefits

One contractor for all M&E maintenance saves buyers managing separate trades and should improve time, quality and cost. Regional lots give access to local contractors, including SMEs, and the choice of direct award or further competition lets buyers match the route to the size and urgency of the job. Pre-agreed terms save drafting a contract.

Next Steps

Appointed contractors should pursue further competitions and direct awards in their lot and build education case studies from them. Others should follow CPC's framework page for news of the re-tender ahead of February 2027, check whether the extension to February 2028 is used, and prepare evidence across all five core service areas, including how they manage subcontractors.

How Athena Can Help

With applications for this framework closed, the next way in for most M&E contractors is the re-tender. Athena's framework application specialists can build a pipeline plan around the likely timing and prepare the selection answers, policies and education case studies early.
