Framework Description
Refurbishment and Modernisation (RM3) is LHC Procurement Group's refurbishment framework, set out in a framework guide under its CPC brand. It replaced the Whole House Refurbishment and Associated Works (WH2) framework and widened the scope to non-domestic buildings. RM3 runs from 1 March 2024 to 29 February 2028 with applications closed and 15 contractors appointed across five workstreams. This framework is used by LHC Procurement Group and SWPA.
Context & Use Case
Public bodies use RM3 to refurbish homes, offices and public facilities, choosing a single workstream such as kitchens and bathrooms or electrical works, or the multi-disciplinary workstream for whole-building schemes. Several workstreams are split into value bands, starting at £0 to £500k. Clients can award directly or run a mini-competition, and RM3 can be combined with supply frameworks for kitchens, doors and windows. Contracts started before 29 February 2028 can run to completion.
Scope of Services
Workstream 1: kitchens and bathrooms with associated works Workstream 2: electrical works Workstream 3: painting and decorating Workstream 4: environmental and external works Workstream 5: multi-disciplinary works
Lots
Workstream 1 Kitchens & Bathrooms with Associated Works; Workstream 2 Electrical Works; Workstream 3 Painting and Decorating; Workstream 4 Environmental and External Works; Workstream 5 Multi-Disciplinary Works
Who Can Apply
Kitchen and bathroom installers, electrical contractors, decorators, external works firms and multi-trade refurbishment contractors. Applications for this version of RM3 are closed, with 15 companies appointed, so others cannot join until it is re-tendered, which is likely before 29 February 2028.
Buyer Benefits
Trade-based workstreams let buyers run a kitchen replacement programme or a rewiring contract with specialists rather than a general builder, while the multi-disciplinary workstream covers void and whole-house works. Developed from client feedback on WH2, RM3 reflects what housing and estates teams asked for, including the option to cover non-domestic buildings.
Next Steps
Appointed contractors should read the RM3 framework guide for call-off rules and keep tenant liaison, health and safety and quality evidence current for direct awards and mini-competitions. Others should watch LHC's CPC pipeline and Find a Tender for the RM3 successor ahead of 29 February 2028, choose the workstream and value band that fit their typical projects, and build case studies from comparable refurbishment work.
