Framework Description
Crescent Purchasing Consortium's Residential Textiles and Linen Services framework started on 1 August 2025 and runs to 31 July 2028, with an option to extend by 12 months to 31 July 2029. It replaces CPC's earlier Residential Textiles framework and adds window coverings and laundry. It has four lots, so members can buy textiles and outsource laundry through one agreement.
Context & Use Case
Universities and colleges with halls of residence and conference trade use it to buy bedding, towels and student or conference packs, fit curtains and blinds, and outsource laundry. They can hire managed linen or have their own linen laundered. Members make a direct award or run a mini-competition through CPC's MultiQuote portal.
Scope of Services
Lot 1: Residential Textiles and Student and Conferencing Packs Lot 2: Window Coverings Lot 3: Fully Managed Linen Hire and Laundry Service Lot 4: Laundry Service for member-owned Linen
Lots
Residential Textiles and Student and Conferencing Packs; Window Coverings; Fully Managed Linen Hire and Laundry Service; Laundry Service for member owned Linen
Who Can Apply
Suits textile suppliers, pack providers, blind and curtain specialists, and commercial laundries serving education accommodation. Applications for this framework are closed, so suppliers not appointed cannot join now. The re-tender is expected around July 2028, or July 2029 if extended.
Buyer Benefits
Accommodation and conference teams must turn rooms around quickly between students and summer guests. They value ready-made packs, reliable laundry collections, flame-retardant window coverings and a choice between hiring linen and laundering their own stock. One agreement covering supply and laundry also cuts contract management.
Next Steps
Appointed suppliers should prepare for MultiQuote competitions ahead of each academic year and conference season. Others should note the July 2028 expiry and plan for the re-tender, which CPC will advertise on Find a Tender. Build turnaround data, fire-safety certification and university references now.
How Athena Can Help
Incumbents on any of the four lots can use Athena's mini-competition bid support to win more call-offs, with win themes around turnaround and capacity and pricing tested against rivals.
If you missed the original tender, our framework readiness planning gets you prepared for the re-tender lot by lot. Our public sector bid writing then produces compliant, scored responses when CPC goes to market. We also advise on which lots to pair, for example linen hire with member-owned laundry, so your offer fits how accommodation teams buy.
