Framework Description
Crescent Purchasing Consortium's Security Staffing and Associated Services framework (tender reference CPC/KB/01/2024) lets members appoint an outsourced provider for manned guarding, patrols, CCTV monitoring and emergency response. It has 13 regional lots and a national lot, and replaced CPC's earlier Security Services framework. It runs from 14 August 2024 to 13 August 2027, with an option to extend to 13 August 2028.
Context & Use Case
Universities, colleges and schools use it to appoint SIA-licensed providers to guard campuses, run mobile patrols, hold keys, lock and open up sites and staff events such as open days and graduations. Members can award directly, use CPC's desktop calculator or run a mini-competition. It does not cover security products or installation, which sit under CPC's Security Systems framework.
Scope of Services
Manned guarding Mobile security patrols Key holding, alarm response and site locking and opening Remote CCTV monitoring and management Event security and canine detection Security reviews, consultations and screening Regional Lots 1–13 and national Lot 14
Lots
14 lots: Lots 1-13 regional (including Channel Islands and Isle of Man); Lot 14 National
Who Can Apply
Suits SIA-licensed security companies with education or public sector experience. Suppliers were appointed through the original tender, so others cannot join now. The re-tender is likely around 13 August 2027, or 13 August 2028 if CPC uses the extension.
Buyer Benefits
Campus security teams protect students, many of them under 18, and buyers value officers with safeguarding awareness, consistent staffing on site, and quick cover for events and incidents. A vetted pool of licensed providers saves members checking screening and licensing for each contract.
Next Steps
Appointed suppliers should win and extend call-offs in their regions and record performance data. Others should watch CPC's contracting pipeline for the re-tender, choose target regions, and prepare SIA and ACS evidence, safeguarding training records, pay-rate pricing models and education references.
