Framework Description
Crescent Purchasing Consortium's Stationery, Paper and Education Supplies framework gives members a compliant route to office and classroom consumables at a clear discount to market prices. It runs until 31 August 2027, with no extension. It has two lots, one for stationery and education supplies and one for paper, print and specialist items. It is a conventional framework, not a dynamic purchasing system.
Context & Use Case
Schools, colleges and universities use it for everyday ordering of pens, paper, art materials and classroom resources, often through repeat catalogue orders rather than one-off tenders. Collective buying across CPC members brings prices that a single school could not negotiate. Orders are frequent, small and spread across many sites. Delivery speed and range often decide which supplier a school uses.

Who Can Apply
Suits stationery wholesalers, education resource suppliers and paper merchants with national delivery. Applications for it are closed, so suppliers not appointed cannot join before it ends on 31 August 2027. The re-tender is the next way in.
Buyer Benefits
School business managers need a quick, compliant way to buy consumables without tendering. They value discounts agreed in advance, reliable next-day delivery, easy online ordering and sustainable product ranges, such as recycled paper, that support their environmental targets. Competed prices also save them proving value for money on each order.
Next Steps
Appointed suppliers should grow member accounts before the framework ends on 31 August 2027. Others should expect the re-tender around that date: follow CPC's framework page for news, decide which lot fits, and prepare catalogue pricing, next-day delivery performance data, account management arrangements and sustainability evidence such as FSC or PEFC certified paper ranges.
How Athena Can Help
The re-tender is likely during 2027, and Athena's framework registration consultants can get you ready: choosing the right lot, preparing catalogue pricing evidence and writing the quality answers.
Stationery tenders are often won on price, so our pricing and bid support models basket pricing against likely competitors. Our public sector bid assessment checks the volumes justify the margin before you commit. We also compliance-check the full submission before it goes in.
