Framework Description

RM6356 Construction Professional Services 2 is a framework, closed to new applications, run by the Government Commercial Agency (GCA, formerly Crown Commercial Service) and let under the Procurement Act 2023. It provides technical advisory services for building and civil engineering projects of all sizes. It runs from 17 April 2026 to 16 April 2030, with no option to extend, across 11 lots. This framework is used by Crown Commercial and APUC.

Context & Use Case

Central government departments and other UK public bodies use it for professional advice across the construction lifecycle: infrastructure and built environment, architecture, project and commercial management. Specialist lots cover defence, international and nuclear work, while lots 9a to 9c are reserved for the Environment Agency's flood risk and asset management programme. Buyers run further competitions within lots.

Who Can Apply

Suits architects, engineers, project and commercial managers and technical advisers, including defence and nuclear specialists. As applications are closed, the supplier list is fixed until 16 April 2030, so firms not on it cannot join now.

Buyer Benefits

Public construction clients need the right advice quickly and want firms already checked on capability and security. They value lots matched to their sector, cleared suppliers for defence and nuclear work, and a route under the Procurement Act 2023 that supports transparent awards.

Next Steps

Appointed firms should track further competitions in their lots and gather performance evidence. Others should follow GCA's construction pipeline and, in the meantime, look for subcontracting with appointed suppliers. Prepare security clearances, sector case studies and social value commitments ahead of the next procurement.

How Athena Can Help

For appointed consultancies, Athena's bid management for consultants helps you win further competitions with win themes built on our F.V.D. model, competitor scoring and fee models that hold up.

For firms aiming at the successor, our framework planning service builds a long-range plan. Our Procurement Act bid support keeps responses compliant with the new regime. We start with a bid audit showing which lots and buyers award the most work in your discipline, then prepare the evidence and case studies that will matter at re-tender.
