Framework Description

RM6267 Construction Works and Associated Services 2 (CWAS2) / ProCure 23 is a Government Commercial Agency (GCA, formerly Crown Commercial Service) framework run with NHS England. ProCure23 is the fourth iteration of the ProCure agreement, providing design and construction for NHS and social care organisations. It also adds national lots for airfield works and general construction over £80m. It expires on 31 March 2027, with no extension.

Context & Use Case

NHS trusts, integrated care boards and social care bodies use lots 1 to 3, the default commercial route for capital health projects in England, split by project value and region. Lots 4 and 5 add national capacity for airfield works and very large general construction schemes, supporting RM6088. Buyers can procure through self-managed sub-alliances. All contracts must be awarded by 31 March 2027.

Who Can Apply

Suits principal contractors delivering healthcare buildings and large-scale construction. Applications for this framework are closed and supplier membership is fixed. Contractors should prepare for RM6320 Construction Works and Associated Services 3, including ProCure 24, planned to go live in early 2027.

Buyer Benefits

NHS estates teams need contractors who understand clinical environments, infection control and live hospital sites. They value an established ProCure route with NHS England, early contractor involvement and alliance models that reduce risk on complex capital projects. A proven route also speeds approvals.

Next Steps

Appointed contractors should push live schemes to award before 31 March 2027. Others should follow the RM6320 CWAS3 / ProCure 24 page on the GCA website for its timetable, then prepare healthcare case studies, clinical engagement methods, carbon plans and supply chain evidence.

How Athena Can Help

With ProCure 24 planned for early 2027, Athena's public sector bid planning helps healthcare contractors decide on lots and plan the bid. Our help winning a framework place prepares the selection responses, case studies and policies.

For contractors on ProCure 23, our scheme-level bid support covers win themes for NHS clients, competitor analysis and pricing for the schemes still to be awarded. We also compliance-check every submission, so a strong offer is not lost on a technicality.
