Who Can Apply

Suits FCA-regulated debt collection agencies, enforcement providers, process servers, data and credit reference firms, and spend recovery specialists. Applications for this framework are closed until re-procurement, so others should look at RM6402 Managed Collection Services as the nearer opportunity.

Buyer Benefits

Public bodies must recover money fairly, especially from vulnerable debtors. They value regulated, ethical collection, accurate data on affordability, and spend recovery reviews paid from what they find. One agreement covering these services saves running several procurements. Specialist lots also make awards quicker.

Next Steps

Appointed suppliers should prepare for call-off competitions, particularly in lots 1 and 4 where competition is mandatory. Other suppliers should track GCA's pipeline for RM6402 Managed Collection Services and prepare FCA permissions, vulnerability policies and recovery performance data, so they are ready when it goes to market.

How Athena Can Help

For appointed suppliers, mandatory competition in lots 1 and 4 means every call-off is a bid. Athena's competition bid support builds win themes around fair treatment and recovery rates, with fee models tested against rivals.

For firms targeting RM6402, our framework application service plans the submission. Our public sector bid advisers help you decide which lots are worth the effort. A final compliance check on every response means marks are not lost on technicalities.
