Framework Description
RM6313 Demand Management & Renewables is a dynamic purchasing system run by the Government Commercial Agency (GCA, formerly Crown Commercial Service). It gives public sector buyers access to energy products and services that support carbon net zero. Let under PCR 2015, it has been extended to 23 February 2029, the latest date a PCR 2015 DPS can operate, and suppliers can join throughout its life.
Context & Use Case
Public bodies use it to deliver decarbonisation and energy projects at any stage, or as a complete end-to-end service. A filter system lets buyers shortlist local, regional or national suppliers before a further competition, with flexible contract terms including NEC and JCT. Typical projects include LED retrofits, heat pumps, solar PV and heat networks.

Buyer Benefits
Public bodies have net zero targets and often time-limited decarbonisation funding. They value finding local installers quickly, buying a single stage or a full project, and using familiar NEC or JCT terms, all through a route that keeps admitting new suppliers.
