Framework Description
RM6314 Demand Management & Renewables Framework is a Government Commercial Agency (GCA, formerly Crown Commercial Service) framework for decarbonisation products and services. It runs for four years until 23 March 2027, with no option to extend. It has nine lots across five technology areas, and suppliers in every lot can work throughout the UK. It is a PCR 2015 framework, closed to new applications.
Context & Use Case
Public bodies use it to cut energy demand and meet decarbonisation targets, including projects funded through government decarbonisation schemes. Buyers can buy individual stages such as design, installation or maintenance, or an end-to-end service. Value-banded lots let smaller projects go to installers sized for them. Heat network buyers can separate design from design and build.
Scope of Services
Lots 1.1–1.2: Solar Photovoltaic, under £1m and £1m and above Lots 2.1–2.2: Battery Energy Storage, under £1m and £1m and above Lots 3.1–3.2: Heat Pumps, under £1m and £1m and above Lots 4.1–4.2: Heat Network Design, and Design & Build Lot 5: Carbon Net Zero Consultancy
Lots
Lot 1.1: Solar Photovoltaic - Projects £0 - £1m; Lot 1.2: Solar Photovoltaic - Projects £1m and above; Lot 2.1: Battery Energy Storage - Projects £0 - £1m; Lot 2.2: Battery Energy Storage - Projects £1m and above; Lot 3.1: Heat Pumps - Projects £0 - £1m; Lot 3.2: Heat Pumps - Projects £1m and above; Lot 4.1: Heat Networks - Heat Network Design; Lot 4.2: Heat Networks - Heat Network Design & Build; Lot 5: Carbon Net Zero Consultancy
Who Can Apply
Suits renewable installers, battery and heat pump specialists, heat network designers and net zero consultancies. Applications for this framework are closed until it expires on 23 March 2027. Suppliers not on it can use the RM6313 DPS now, or prepare for any successor.
Buyer Benefits
Buyers need decarbonisation projects delivered on funding deadlines. They value value-banded lots that match project size, nationwide coverage, and the option to buy design only or a complete project from suppliers already checked on technical capability. UK-wide coverage also helps multi-site estates.
Next Steps
Appointed suppliers should push projects to award before 23 March 2027. Others cannot join this framework, so apply to the RM6313 DPS, which covers similar work, and watch GCA's upcoming agreements for any successor. Prepare MCS or equivalent accreditations and delivered project data.
How Athena Can Help
With RM6314 ending in March 2027, Athena's public sector energy bidding helps you decide between the RM6313 DPS now and the successor later. Our registration and application support handles whichever route you choose.
For appointed suppliers, our bid managers for renewables write competition responses with carbon-saving win themes and priced-to-win proposals. We also prepare case studies and accreditation evidence, and compliance-check every submission, so you are ready for whichever route opens next.
