Digital & Legacy Application Services

Live

Framework Description

RM6335 Digital & Legacy Application Services (DALAS) is a Government Commercial Agency (GCA, formerly Crown Commercial Service) framework let under PCR 2015. It runs from 27 July 2023 to 26 July 2027. It covers application design, development, integration, run and configuration services across seven lots. It helps public bodies build new applications and move away from support models that depend on legacy technology.

Context & Use Case

Central government departments, local authorities, health, police, fire and rescue, education and devolved administrations use DALAS to modernise applications and reduce reliance on outdated systems, in line with government digital strategy. Work ranges from value realisation and design through large-scale integration programmes to ongoing run services and product configuration. Buyers call off within the relevant lot.

Who Can Apply

Suits IT services firms, systems integrators and application specialists, including configuration partners for major software products. Membership is fixed for the term, so others cannot join before 26 July 2027. The successor procurement is the next way in.

Buyer Benefits

Legacy systems are costly and risky to keep running. Buyers value suppliers who can plan the move, deliver it and run the result, with lots sized for both large programmes and smaller pieces of work. A GCA-competed route also shortens their procurement timetable.

Next Steps

Appointed suppliers should respond to further competitions and gather modernisation case studies. Others cannot join until the re-tender, so monitor GCA's upcoming agreements for the RM6335 replacement, likely during 2027. Build evidence of legacy migration, run service performance and product configuration accreditations.

How Athena Can Help

The DALAS successor is likely during 2027. Athena's framework entry planning sets out lot choices and evidence needs, so your case studies and accreditations are ready.

For appointed suppliers, our IT bid management covers win themes on de-risking legacy change, competitor scoring and pricing models. Our public sector tender guidance keeps every response compliant. We also run a Bid Health Check on drafts, finding weak answers and fixing them before the deadline.
