Estate Management Services 2

Live

Framework Description

Estate Management Services 2 (RM6343) is a framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service), let under the Procurement Act 2023. It buys estate management and specialist property advice for the UK public estate across 11 lots, including four lots dedicated to private finance initiative (PFI) estates. The framework runs from 20 November 2025 to 19 November 2029 and has no extension option. This framework is used by Crown Commercial and APUC.

Context & Use Case

Central government, health, education, local authorities, blue light services and devolved administrations use RM6343 for day-to-day estate management and expert property advice. A trust might use it for a valuation, a council for business rates work, and a department for a total estate management contract. Framework suppliers follow GCA's buyer guide and call-off procedure when buyers compete requirements.

Scope of Services

Lots 1–2: Total estate management and estate (property) management Lot 3: Agency and lease management Lot 4: Surveying and strategic advice Lot 5: Valuation and compulsory purchase orders Lot 6: Business rating services Lot 7: Workplace services performance partner Lots 8a–8d: PFI technical, surveying, fire safety and audit, and commercial and financial advice

Lots

Lot 1: Total Estate Management; Lot 2: Estate (Property) Management; Lot 3: Agency and Lease Management; Lot 4: Surveying and Strategic Advice; Lot 5: Valuation and Compulsory Purchase Orders; Lot 6: Business Rating Services; Lot 7: Workplace Services Performance Partner; Lot 8a: PFI Technical and Strategic Advice Services; Lot 8b: PFI Surveying Services; Lot 8c: PFI Fire Safety and Audit; Lot 8d: PFI Specialist Commercial and Financial Advice

Who Can Apply

RM6343 suits property consultancies, chartered surveyors, managing agents and PFI advisers, but its supplier list is fixed until the next procurement. Firms not appointed now cannot join before November 2029. Suppliers on lots 1 to 6 are RICS regulated, which signals the standard to meet for the successor.

Buyer Benefits

Buyers get one agreement for routine estate work and specialist PFI advice, with lots that match the service they need. RICS-regulated suppliers on lots 1 to 6 give confidence on professional standards. The PFI lots matter as contracts near expiry and estates teams need technical, fire safety and commercial advice at the same time.

Next Steps

Appointed suppliers should study the RM6343 buyer guide and call-off procedure on the GCA page (https://www.gca.gov.uk/agreements/RM6343) and be ready to turn round further competitions quickly. Firms outside the framework should plan for a re-tender before 19 November 2029, as no extension is available. Build RICS-regulated capacity, PFI case studies and public sector references in the meantime.
