Framework Description
Facilities Management and Security Services (RM6378) is an open framework run by the Government Commercial Agency (GCA, formerly Crown Commercial Service) under the Procurement Act 2023. It went live on 19 August 2026, replacing RM6232 Facilities Management and Workplace Services and RM6257 Security. Its first term runs to 18 August 2029, and further openings can extend its life to a maximum of eight years. It has 11 lots split by service type and contract value.
Context & Use Case
Central government, health, education, local authorities, blue light services, charities and devolved administrations use RM6378 to buy facilities management and security across 21 work packages. For lots 1 to 3 the estimated average annual contract value sets the lot, while for lot 4 the services and geographic coverage decide it. Buyers shortlist suppliers through the FM and Security digital portal.

Who Can Apply
FM providers, security companies and integrated service providers that missed the first opening cannot join now, but RM6378 is an open framework. It reopens to new suppliers at set points: opening 2 (RM6378.2), running for 36 months, and opening 3 (RM6378.3), running for 24 months. The value bands mean SMEs can bid for lots sized to their turnover.
Buyer Benefits
Buyers can buy total FM, hard or soft FM, or security on its own, from one agreement that replaced two. Separate value bands stop small contracts being dominated by national providers and give buyers a fair field for each size of requirement. Shortlisting through the digital portal also speeds up finding suppliers that cover their sites.
Next Steps
If you are not yet appointed, watch the GCA page for RM6378 for the RM6378.2 opening, and decide which value band and lot fit your turnover and geography. Appointed suppliers should keep their portal data current, as buyers shortlist through it, and prepare reusable responses on mobilisation, TUPE and social value for call-offs.
How Athena Can Help
With RM6378 reopening at set points, Athena helps FM and security firms be ready for opening 2. Our framework application support covers picking the right lot and value band, writing the quality responses and compliance-checking the submission.
For suppliers already appointed, our bid team for FM call-offs builds win themes, compares your likely score with rival providers and prices each contract so it wins and still pays. Our social value bid writing answers each buyer's social value requirements.
