Fuel Cards and Associated Services VII

Live

Framework Description

Fuel Cards and Associated Services VII (RM6367) is a framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service), let under the Procurement Act 2023. It lets public sector organisations pay for vehicle fuel and related services with fuel cards at service stations in the UK and Europe. It is a single-lot agreement running from 5 February 2026 to 4 February 2030, with an option to extend by one year.

Context & Use Case

Any public body running vehicles, whatever the fleet size, can use RM6367, from councils and police forces to small agencies with a handful of pool cars. Cards are assigned to vehicles or drivers, removing staff fuel expense claims. Monthly transaction reports track spend, and carbon emissions reports feed carbon reduction plans. Appointed suppliers respond to award-with-competition requests from buyers.

Scope of Services

Fuel cards for UK and European service stations Monthly transaction reporting Carbon emissions reporting Route mapping to find the best prices or discounts Bulk fuel purchase and storage at designated sites

Who Can Apply

The supplier list for RM6367 is fixed, so fuel card issuers and bulk fuel suppliers outside it cannot join before re-procurement. That is likely around February 2030, or February 2031 if the one-year extension is used. Providers should plan for that re-tender rather than expect an earlier opening.

Buyer Benefits

Fleet managers want control of fuel spend without chasing expense claims. They value cards that work across UK and European service stations, monthly transaction reports that show spend and spot misuse, route mapping to the best prices, and carbon emissions reporting that feeds their carbon reduction plans.

Next Steps

Appointed suppliers should be ready to respond quickly to award-with-competition requests and to show clear evidence of savings and reporting quality. Other fuel card and fleet services providers should follow the GCA agreement page (https://www.gca.gov.uk/agreements/RM6367) for news on the extension. Build public sector fleet references and carbon reporting capability ahead of the successor procurement.

How Athena Can Help

On a single-lot framework like RM6367, call-offs often come down to price and reporting. Athena's pricing and financial modelling helps appointed fuel card suppliers set fees and discounts that win, while our win themes put carbon reporting and spend control front and centre.

Providers not on the framework can use the time before the 2030 re-tender: our help finding fleet frameworks identifies related routes to market, and public sector bid planning prepares the successor bid early.
