Framework Description
Income Generation from Estates & Assets (RM6349) is a PCR 2015 framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service). It helps public bodies earn money from their estates through commercial advertising and car parking management. The framework runs from 29 October 2024 to 28 October 2028 across five lots, and sits alongside the RM6350 Income Generation DPS, which covers wider income generation services.
Context & Use Case
Central government, agencies, transport organisations and airports, local authorities, universities, devolved administrations and charities use RM6349 to commercialise sites they already own, such as station concourses, building facades and car parks. All appointments are made through further competition, so every contract is contested by the suppliers on the relevant lot. There is no direct award route.
Scope of Services
Lot 1: Internal commercial advertising Lot 2: External commercial advertising Lot 3: Commercial experiential advertising Lot 4: Combined advertising (lots 1, 2 and 3) Lot 5: End-to-end car parking management
Lots
Lot 1: Internal Commercial Advertising; Lot 2: External Commercial Advertising; Lot 3: Commercial Experiential Advertising; Lot 4: Commercial Advertising: Combined Lots 1, 2 and 3; Lot 5: End to End Car Parking Management
Who Can Apply
Membership of RM6349 is fixed for its term, so advertising media owners and car park operators not already appointed cannot join before it is re-procured around October 2028. Providers of other income generation services can apply to the RM6350 DPS at any time.
Buyer Benefits
Buyers turn estate assets into revenue without running a full tender, cutting lead times and duplicated effort across government. Mini competitions let them compare revenue offers from established media owners and parking operators. Combined advertising under lot 4 lets a large estate appoint one partner for indoor, outdoor and experiential space.
Next Steps
Appointed suppliers should prepare for further competitions by building case studies that show income achieved for public estates. Others should look at the RM6350 DPS for an immediate route in, and watch the GCA page and GCA's pipeline for the RM6349 replacement ahead of 28 October 2028.
How Athena Can Help
Every RM6349 contract goes to further competition, which rewards a sharp revenue proposal. Athena's win themes and revenue modelling help appointed media owners and parking operators show buyers the income they will deliver, scored against likely rivals. We also check each response against the evaluation criteria before it goes in.
If you are not on the framework, our DPS registration service can get you onto RM6350 now, and our re-tender planning prepares you for the RM6349 successor.
