Framework Description

Insurance & Related Services 4 (RM6323) is a framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service). It gives public bodies access to insurance brokers, claims handlers and specialist insurance consultants for social housing, across three lots. The agreement runs from 28 November 2023 to 27 November 2027 and complements the RM6138 Insurance Services 3 DPS.

Context & Use Case

Public sector organisations use RM6323 to work out what cover they need, place it, manage claims and get risk advice. Councils, trusts and housing bodies typically appoint a broker under lot 1, then use the broker to test the market. Social housing customers can use specialist consultants under lot 3 who price cover through the RM6138 DPS.

Scope of Services

Lot 1: Brokerage and related services, including placement for all classes, consultancy and actuarial advice Lot 2: Claims handling for employer and public liability, third party motor and property damage Lot 3: Insurance service providers for social housing customers Risk management and risk profiling training

Lots

Lot 1: Brokerage and Related Services; Lot 2: Claims Handling and Related Services; Lot 3: Insurance Service Providers and Related Services

Who Can Apply

RM6323 suits FCA-registered brokers, third party claims administrators and insurance consultants, but membership is fixed until re-procurement. Firms not appointed cannot join before the framework ends on 27 November 2027 and should prepare for the successor.

Buyer Benefits

Buyers can cover broking, placement for every class of insurance, claims handling and risk advice through one agreement, choosing generalist or specialist firms. FCA registration of brokers reduces due diligence, and the social housing lot gives housing customers specialist consultants who understand their stock and tenants.

Next Steps

Expect successor activity during 2027 ahead of the 27 November 2027 end date, so monitor the GCA page for RM6323 and GCA's pipeline. FCA-registered firms not on RM6323 should look at the RM6138 DPS, which admits new suppliers. Prepare evidence of public sector clients, claims performance and social value.

How Athena Can Help

Athena helps brokers and claims handlers prepare for the RM6323 successor. We run a bid audit of past insurance awards and use our framework positioning work to set out your strengths, claims results and social value before the tender lands.

Already appointed? Our call-off bid writing for brokers sharpens win themes and pricing for each council or housing competition. For insurance tenders outside frameworks, our compliant tender responses follow PCR 2015 or the Procurement Act 2023 as needed.
