Framework Description
Insurance Services 3 (RM6138) is a dynamic purchasing system from the Government Commercial Agency (GCA, formerly Crown Commercial Service) for placing insurance policies of every class, with related services. It is a single-lot DPS with an eight-year life, ending on 7 January 2028 with no extension. It complements the RM6323 Insurance & Related Services 4 framework.
Context & Use Case
Public sector buyers filter RM6138 suppliers by broker-only or direct dealing, geography, sector, insurance class and subclass, and associated services. Contracts are awarded through further competition only. Buyers that use a broker get a wider spread of quotations, so brokers and insurers often meet each other in the same competitions.

Who Can Apply
RM6138 is open to new suppliers until 7 January 2028. Brokers and insurers can apply if they are FCA registered and accept the standard terms. With fewer than 15 months left, firms should apply soon to get value from it.
Buyer Benefits
Buyers get generalist and specialist providers in one place, covering every insurance class, with FCA registration confirmed on entry. Filters by class, sector, geography and broker or direct dealing help a council or trust shortlist the right firms, and using a broker widens the range of quotations they receive.
Next Steps
Apply through the GCA agreement page (https://www.gca.gov.uk/agreements/RM6138), choosing filters for the classes, sectors and regions you cover, so you receive relevant invitations. Have FCA registration details ready. As the DPS ends on 7 January 2028, watch GCA for its successor and plan to apply early.
