Framework Description
Media and Creative Services (RM6364) is a framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service) for end-to-end public sector marketing campaigns. It replaced RM6123 Media Services and RM6125 Campaign Solutions 2. Lots 3 to 8 run from 15 January 2026 to 14 January 2030, while lots 1 and 2 run from 14 June 2026 to 14 June 2030. It covers media buying, creative, content, events and marketing advice.

Central government, arm's length bodies and the wider public sector use RM6364 for public information and behaviour change campaigns, from media planning to production and events. Central government bodies need Cabinet Office approval for advertising, marketing and communications spend of £100,000 or more, and a 1% Government Communication Service management charge applies.

Who Can Apply
Membership of RM6364 is fixed, so media and creative agencies not already appointed cannot join before it is re-procured towards 2030. Specialist agencies can still reach public sector clients now through the RM6124 Communications Marketplace DPS, which accepts new suppliers.
Buyer Benefits
Buyers can run a campaign end to end through one framework, or appoint a specialist for media buying, creative, production, events or marketing audit through separate lots. Out of home media buying has its own lot, and the marketing audit lot gives them independent advice on whether campaigns deliver value for money.
Next Steps
Agencies on RM6364 should prepare credentials and campaign results for further competitions, noting the Cabinet Office approval step for larger central government spend. Others should look at the RM6124 Communications Marketplace DPS for an immediate route, and follow the GCA page (https://www.gca.gov.uk/agreements/RM6364) for the next generation of media frameworks.
