Framework Description
Mobile Voice and Data Services 2 (RM6391) is a framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service), let under the Procurement Act 2023. It replaced RM6261 Mobile Voice and Data Services on 17 September 2026 and covers airtime, data, devices, mobile solutions and telecoms advice across three lots. It runs to 16 September 2028, with an option to extend by up to two years.
Context & Use Case
Central government, health, education, local authorities, blue light services, charities and devolved administrations use RM6391 for mobile connectivity and devices. Buyers can award without competition on lots 1 and 3, run a competition, or use a below-threshold mini-competition. As older RM6261 contracts expire, many buyers will be re-procuring through this framework over its first two years.
Scope of Services
Lot 1: Mobile catalogue, including UK and international airtime, roaming, calls, SMS, data and devices Lot 1 optional services: support and security services Lot 2: Mobile solutions Lot 3: Telecommunications audit, health check and advisory services
Lots
Lot 1: Mobile Catalogue and Optional Services; Lot 2: Mobile Solutions; Lot 3: Telecommunications Audit and Advisory Services
Who Can Apply
RM6391 membership is fixed from September 2026, so mobile network operators, resellers and telecoms advisers not appointed cannot join until it is re-procured. That could be around September 2028, or as late as September 2030 if the full extension is used.
Buyer Benefits
Buyers can buy airtime, devices and support from a catalogue lot, more complex mobile solutions from another, and independent telecoms audit and advice from a third. Award without competition on lots 1 and 3 speeds up simple purchases, while competition and below-threshold mini-competitions suit larger or tailored requirements.
Next Steps
Appointed suppliers should make sure catalogue pricing is current and prepare for buyers moving from RM6261 contracts. Others should follow the GCA page (https://www.gca.gov.uk/agreements/RM6391) for extension decisions and re-procurement timing, and gather public sector telecoms references, coverage data and social value evidence in the meantime.
How Athena Can Help
For suppliers on RM6391, Athena's competitor and pricing analysis shows how your tariffs and device offers compare in competitions, and our writers build responses on coverage, security and social value.
For those outside the framework, we plan ahead for the re-procurement with our framework pipeline and positioning service, and offer support on mobile tenders run outside frameworks by councils and trusts. We focus on evidence that will score, not generic claims.
