Offsite Construction Solutions

Framework Description

Offsite Construction Solutions (RM6184) is a framework from the Government Commercial Agency (GCA, formerly Crown Commercial Service) for offsite-manufactured 2D and 3D turnkey building solutions, and applications for it are closed. It gives central government and wider public sector bodies access to appointed modular and offsite suppliers across education and built estate, healthcare, residential, justice and defence lots. Lots 1 to 4 expire on 31 March 2027, while lot 5 (Defence) runs until 23 January 2030.

Context & Use Case

Public bodies use RM6184 when they need buildings delivered faster and with less disruption on site, such as schools, hospital wards, housing, custodial buildings and defence accommodation. Some lots allow hire as well as purchase of 3D modular buildings, which suits temporary capacity. Lots are split by sector and, for the built estate, by value, so suppliers compete in their own market.

Scope of Services

Lots 1.1–1.3: Built estate including education, 3D turnkey (purchase and hire up to £15m; purchase above £15m) and 2D turnkey Lots 2.1–2.2: Healthcare, 3D turnkey (purchase and hire) and 2D turnkey Lot 3: Residential properties Lots 4.1–4.2: Justice, 3D and 2D turnkey solutions Lots 5.1–5.2: Defence, 3D and 2D turnkey solutions

Lots

Lot 1.1: Built Estate Inc Education (0 > £15m Purchase and Hire of 3D Turnkey Solutions); Lot 1.2: Built Estate including Education (£15m > 3D Turnkey Solutions Purchase Only); Lot 1.3: Built Estate including Education (£0m > 2D Turnkey Solutions Purchase Only); Lot 2.1: Healthcare (£0m > Purchase and £0m > Hire 3D Turnkey Solutions Only); Lot 2.2: Healthcare (£0m > 2D Turnkey Solutions Purchase Only); Lot 3: Residential (Residential Properties); Lot 4.1: Justice (3D Turnkey Solutions); Lot 4.2: Justice (2D Turnkey Solutions); Lot 5.1: Defence (3D Turnkey Solutions); Lot 5.2: Defence (2D Turnkey Solutions)

Who Can Apply

The supplier list for RM6184 is fixed, so modular manufacturers and offsite contractors not appointed cannot join. Lots 1 to 4 end on 31 March 2027, so the successor for those sectors is the near-term target. Defence specialists face a longer wait, as lot 5 runs to January 2030.

Buyer Benefits

Buyers get shorter build programmes, less site disruption and factory-controlled quality, with suppliers already vetted for each sector. Hire options on some 3D lots give schools and hospitals temporary capacity without a capital purchase. Separate sector lots mean buyers deal with suppliers who already know school, hospital, prison or defence standards.

Next Steps

Appointed suppliers on lots 1 to 4 have until 31 March 2027 to win further call-offs. Others should follow the GCA page for RM6184 and GCA's upcoming agreements for successor arrangements, and prepare evidence such as completed modular schemes, factory capacity, quality accreditations and whole-life carbon data.

How Athena Can Help

With lots 1 to 4 ending in March 2027, Athena helps offsite suppliers prepare for what comes next. Our construction framework registrations identify the right successor lots and build the application, with case studies and compliance checks.

Appointed suppliers can use our modular construction bid writing for remaining call-offs, focused on programme certainty and carbon. Our bid/no-bid support for construction tenders helps you choose which projects to pursue. We also run a bid health check on drafts.
