Framework Description
The Open Banking (Data, Digital Payments & Confirmation of Payee Services) DPS (RM6301) is a dynamic purchasing system from the Government Commercial Agency (GCA, formerly Crown Commercial Service). It gives central government and other UK public bodies an alternative to card payments when paying or receiving money from citizens and businesses. It is a single-lot DPS with an eight-year life, running until 7 December 2031.
Context & Use Case
Public bodies use RM6301 to adopt account-to-account payments, real-time bank account data and confirmation of payee checks, for example when collecting fees or issuing payments. Buyers filter suppliers by service type, total contract value, and hosting and delivery capabilities, then run a competition among those that match.

Who Can Apply
RM6301 is open to new suppliers throughout its term, until 7 December 2031. Authorised payment initiation and account information providers, confirmation of payee specialists and fintechs offering open banking data services can apply and appear in buyer filters.
Buyer Benefits
Open banking can cut transaction costs where cards are the only option, removes the need for payers to re-enter card details, and confirms payee details in real time, which reduces misdirected payments and fraud losses. These savings matter for bodies collecting high volumes of fees and charges.
Next Steps
Confirm your authorisation status, then apply through the GCA agreement page (https://www.gca.gov.uk/agreements/RM6301), setting service, value and hosting filters accurately so you receive relevant invitations. Prepare evidence of public sector or regulated payments delivery, security and data protection to use in competitions.
How Athena Can Help
Athena can take your RM6301 application from start to finish. Our fintech DPS registration sets filters that reflect your services, prepares the evidence and checks compliance before you submit.
In competitions, buyers weigh cost savings, security and ease of adoption. Our payments bid writing builds win themes around those points and models transaction pricing, and our guidance on public sector bids helps a newer fintech meet procurement rules. Each draft is compliance-checked before it goes in.
