Framework Description
Payment Solutions 3 (RM6383) is a framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service), let under the Procurement Act 2023. It covers procurement cards, prepaid cards and voucher solutions for central government and wider public sector buyers across three lots. It replaced RM6248 Payment Solutions 2 and runs from 1 October 2026 to 30 September 2030.
Context & Use Case
Public sector organisations use RM6383 to pay for common goods and services, including travel, through lodged, virtual and physical procurement cards. Prepaid cards and vouchers offer an alternative to cash for people without access to traditional payment methods, for example when distributing support payments. Buyers moving from RM6248 will be awarding new contracts through this framework.

Lot 1: Procurement cards; Lot 2: Prepaid cards; Lot 3: Vouchers
Who Can Apply
RM6383 was awarded in 2026 and membership is fixed for its four-year term, so card issuers and voucher providers not appointed cannot join until it is re-procured, likely around September 2030.
Buyer Benefits
Buyers can pay for common goods, services and travel by lodged, virtual or physical cards, and use prepaid cards or closed-loop vouchers where people lack traditional payment methods. Online management information lets finance teams monitor spend in real time, and three lots let them buy only the product they need.
Next Steps
Appointed suppliers should prepare for buyers transferring from RM6248, with clear onboarding plans, pricing and management information. Other providers should follow the GCA page for RM6383 for re-procurement news and consider partnering with appointed suppliers in the meantime. Build evidence on spend controls, onboarding and reporting.
