Framework Description
Postal Services & Solutions (RM6280) is a four-year framework from the Government Commercial Agency (GCA, formerly Crown Commercial Service), developed with YPO and ESPO, and applications are closed. It replaced RM6017 Postal Goods, Services and Solutions and covers outbound and inbound post, mailroom equipment, managed mailrooms, hybrid mail and scanning across eight lots. It runs to 2 October 2027.
Context & Use Case
Public and third sector organisations use RM6280 to control postal costs, move from paper-based mailrooms to digital processes and improve mail security. Call-off contracts can outlast the framework: up to six years for lot 1 and up to seven years for lots 2 to 8. That makes contracts awarded before October 2027 valuable long-term business.
Scope of Services
Lot 1: Franking machines, mailroom equipment and consumables Lots 2–3: UK and international collection and delivery of letters, large letters and parcels Lot 4: Audits, efficiency reviews and niche consultancy Lot 5: Business process outsourcing, mailroom, document and data managed services Lot 6: Hybrid mail, digital and transformational services Lot 7: Inbound delivery, mail opening and digital scanning Lot 8: Security scanning services

Who Can Apply
Membership of RM6280 is fixed, so postal operators, mailroom equipment providers, hybrid mail and scanning specialists and postal consultancies not appointed cannot join before it ends on 2 October 2027. Over half of current suppliers are SMEs, so smaller firms should prepare for the successor.
Buyer Benefits
Buyers get zonal and regional pricing, technology that reduces physical mail, better mail security and guidance on improving mail processes. A supplier base where more than half are SMEs gives them local and specialist options alongside national carriers. Long call-off terms also give buyers stability.
Next Steps
Expect successor market engagement during 2027; follow the GCA page (https://www.gca.gov.uk/agreements/RM6280), YPO and ESPO announcements and Find a Tender. Appointed suppliers should push for call-offs before 2 October 2027, as long contract terms carry well beyond the framework. Gather evidence on digital mail savings and security.
