Provision of Power Purchase Agreement

Live

Framework Description

Provision of Power Purchase Agreement (RM6289) is a single-lot framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service) for corporate power purchase agreements (cPPAs). It lets public sector buyers secure renewable electricity directly from existing or new-build generation through indirect wire agreements. Contracts typically last 5 to 15 years and are mainly pay-as-produced. The framework runs until 14 April 2029.

Context & Use Case

Central government and wider public sector bodies use RM6289 to meet net zero targets by buying renewable electricity on long-term contracts. Demand from several customers can be pooled to buy in bulk at better prices, and contract length is settled during sign-up. Buyers must complete the PPA customer user agreement before they can use the framework.

Scope of Services

Corporate (indirect wire) power purchase agreements Renewable electricity from existing and new-build assets Aggregated buying across public sector customers Long-term pay-as-produced contracts Bespoke call-off schedules

Who Can Apply

Membership of RM6289 is fixed until re-tender, so renewable energy developers and generators not appointed cannot join before it ends on 14 April 2029. Developers with new-build projects seeking long-term offtakers should prepare for the successor.

Buyer Benefits

Buyers lock in long-term prices that make energy budgets predictable and can add new renewable capacity to the grid, which strengthens net zero claims. Aggregation gives smaller bodies access to deals they could not secure alone, and bespoke call-off schedules keep contracts compliant.

Next Steps

Appointed developers should prepare for call-offs, which run by further competition only and often begin with a pre-market engagement session on the buyer's needs and your renewable pipeline. Have pricing, generation profiles and project timelines ready. Others should follow the GCA page (https://www.gca.gov.uk/agreements/RM6289) and GCA's upcoming agreements for future PPA procurements before April 2029, and build evidence of delivered projects and offtake agreements.

How Athena Can Help

Power purchase agreements run for years, so the bid has to make the long-term case. Athena's PPA pricing and financial modelling helps developers present price and generation risk clearly, with win themes on additionality and net zero.

Developers not on RM6289 can use our energy framework pipeline planning to prepare for the successor, and our support with public energy tenders for PPAs let directly by councils and universities. Drafts are checked against the evaluation criteria.
