Framework Description
Records Information Management, Digital Solutions and Associated Services 2 (RM6346) is a UK-wide framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service). It replaced RM6175 and covers physical records storage, digital records solutions, NHS patient records and specialist records services across four lots. It runs for four years from 5 March 2026 to 4 March 2030, and call-off contracts can last up to seven years.
Context & Use Case
Public sector organisations use RM6346 to manage paper records, cut stored volumes and move to digital records. It supports estate rationalisation and the Government Hubs programme, as departments clear records from buildings they are leaving. NHS bodies can outsource patient records off site under lot 3. Buyers can award with or without competition.
Scope of Services
Lot 1: Records information management services, including physical storage Lot 2: Combined digital workflow, cloud hosting and records management Lot 3: Full off-site management of NHS patient records, including clinic preparation Lot 4: Specialist records management, including Public Records Act transfers Interim technical resources such as security architects and project managers
Lots
Lot 1: Records Information Management Services; Lot 2: Combined Digital Workflow, Cloud Hosting and Records Management Services; Lot 3: Full Management of National Health Service (NHS) Patient Records (Off site); Lot 4: Specialist Records Management Services
Who Can Apply
Membership of RM6346 was set in March 2026 and is fixed for its term, so records storage, digitisation and records management firms not appointed cannot join before it is re-procured, likely around March 2030.
Buyer Benefits
Buyers can choose direct award or competition, and buy storage, scanning and cloud hosting through one agreement on agreed Public Sector Contract terms. Up to seven-year call-offs suit long records retention and digitisation programmes, and services that reduce paper help release office space.
Next Steps
Appointed suppliers should prepare for buyers rationalising estates, with case studies on digitisation volumes, retrieval times and security. Others should follow the GCA page (https://www.gca.gov.uk/agreements/RM6346) and GCA's upcoming agreements, build public sector records credentials and consider subcontracting to appointed suppliers before the next procurement.

Firms not appointed can use our framework mapping for records providers to find other open routes, and our NHS and council bid support to win records contracts let outside frameworks. Every draft gets a compliance review.
