Framework Description

Spark: the Technology Innovation Marketplace (RM6094) is a dynamic purchasing system from the Government Commercial Agency (GCA, formerly Crown Commercial Service). It focuses on emerging technologies expected to have the biggest impact over the next two to five years, such as IoT, AI and wearables. It is a single-lot DPS running until 15 February 2029, and suppliers can apply to join at any time until then.

Context & Use Case

Government and public sector buyers use Spark to find innovative products, filtering by problem area, technology type, location and security classification. It suits projects of any size, with no minimum or maximum value, and supports two-stage competitions and supplier presentations, so buyers can test an idea before committing. Buyers can shortlist quickly from the filtered results.

Who Can Apply

Spark is open to new suppliers until 15 February 2029. Applicants must show radical or disruptive innovation, backed by a contract example confirmed by the customer. Assessment and appointment take up to 15 working days, which suits start-ups and scale-ups with a proven product.

Buyer Benefits

Buyers get access to proven innovation without a long procurement, with quality and price assessed against their own needs. Filtering by problem area lets them start from the challenge rather than a product, and presentations help them judge new technology.

Next Steps

Download the Spark bid pack through the supplier registration link on the GCA page (https://www.gca.gov.uk/agreements/RM6094) and apply. Secure a customer-confirmed contract example first, as it is required. Once appointed, set your filters accurately and prepare to present your product in two-stage competitions.

How Athena Can Help

Spark asks for proof of genuine innovation, and that is where many applications fall short. Athena's innovation DPS applications frame your technology and customer evidence against the entry criteria, with a compliance check before submission.

Once on, our bid writing for tech start-ups prepares two-stage competition responses and presentations. Our first-time public sector bidding help explains the rules and how to price a new product for government. We also check pricing against the value you deliver.
