Supply of Energy 2

Live

Framework Description

Supply of Energy 2 (RM6251) is a four-year framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service) for electricity and natural gas. GCA's in-house energy trading and risk management team buys energy on customers' behalf, which appointed suppliers then supply and administer. The framework has two lots and ends on 27 February 2027 with no extension available.

Context & Use Case

Central government and wider public sector organisations use RM6251 to buy gas and electricity through HM Treasury-approved trading strategies, from short to long term. It also supports sleeving of power purchase agreements, access to zero carbon energy and carbon reporting. For suppliers, the work is supply and account administration for a very large aggregated customer base.

Scope of Services

Lot 1: Electricity supply and additional services Lot 2: Natural gas supply and additional services Energy trading baskets and strategies Sleeving of power purchase agreements Carbon offsetting credits and reporting support Data and portfolio management, siteworks and metering

Lots

Lot 1: Supply of Energy - Electricity and Additional Services; Lot 2: Supply of Energy - Natural Gas and Additional Services

Who Can Apply

Membership of RM6251 is fixed and it ends on 27 February 2027, so licensed electricity and gas suppliers not appointed should focus on the successor arrangement. It suits suppliers able to handle large aggregated portfolios and sleeving of power purchase agreements.

Buyer Benefits

Buyers use one of the largest public sector energy buying services, with aggregated purchasing, competitive management fees, a named account manager and digital portfolio management. Regular reports and webinars explain how market movements affect their budgets. Approved trading strategies give finance teams assurance on risk.

Next Steps

With RM6251 ending on 27 February 2027, check the GCA page (https://www.gca.gov.uk/agreements/RM6251) and GCA's upcoming agreements for the successor and its timetable. Prepare evidence on billing accuracy, metering, portfolio data and sleeving capability. Appointed suppliers should plan account handover and use current performance data in their successor bids.

How Athena Can Help

Supply of Energy 2 ends in February 2027, so Athena helps energy suppliers focus on the successor. Our framework re-procurement support covers lot selection, the selection questionnaire and evidence on billing and metering, with a compliance check.

Our energy bid writing and pricing builds win themes on service quality and carbon reporting, and our public sector energy bidding covers councils' own supply contracts too. We start the plan now so the bid is not rushed.
