Framework Description
Tyres, Glass and Telematics (RM6353) is a PCR 2015 framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service) for fleet tyres, vehicle glass and telematics. It started on 8 July 2025 and runs until 7 July 2029, with no further extension. Four lots include a dedicated single-supplier tyre lot for blue light services.
Context & Use Case
Fleet managers across central government, blue light services and the wider public sector use RM6353 to buy tyres and glass for vehicles from passenger cars to HGVs, with supply-only, depot, on-site or mobile fitting. Under lot 4, buyers can lease, hire or buy telematics to understand vehicle use, improve driver behaviour and cut emissions. Buyers can run further competitions or direct award.
Scope of Services
Lot 1: Supply and fit of tyres for blue light (single supplier) Lot 2: Supply, fit and management of tyres for all vehicle sizes Lot 3: Supply, fit and repair of vehicle glass, including calibration and chip repair Lot 4: Vehicle telematics hardware, software and associated products Supplementary products such as wiper blades, brakes, servicing and MOTs
Lots
Lot 1: Supply and fit of tyres and associated products and services for Blue Light; Lot 2: Supply, fit and management of tyres and associated products and services; Lot 3: Supply, fit and repair of glass and associated products and services; Lot 4: Supply of vehicle telematics hardware, software and associated products
Who Can Apply
Membership of RM6353 is fixed for its term, so tyre, glass and telematics suppliers not appointed cannot join before it ends on 7 July 2029. Mobile fitting and telematics specialists should prepare for the successor.
Buyer Benefits
Buyers get discounted tyre and glass prices, products that meet legislative and technical standards including tyre labelling, and a dedicated tyre lot for emergency fleets. Telematics data helps them cut fuel use and emissions, and supplementary services reduce the number of contracts a fleet team manages.
Next Steps
Appointed suppliers should respond promptly to further competitions and direct awards, with clear fitting coverage and response times; lot 4 telematics buyers are encouraged to run further competitions. Others should follow the GCA page (https://www.gca.gov.uk/agreements/RM6353) and GCA's upcoming agreements for the re-procurement ahead of 7 July 2029, and build public sector fleet references.
How Athena Can Help
For fleet suppliers on RM6353, Athena's fleet services bid writers prepare further competition responses on fitting coverage, uptime and telematics insight, with pricing models for tyres and glass.
Suppliers outside the framework can use our fleet framework planning to find other open routes and prepare for the 2029 re-procurement. Our council and police fleet tenders support covers contracts let directly. Drafts are compliance-checked first. We also flag where mobile fitting coverage can win marks.
