Vehicle Charging Infrastructure Solutions (VCIS)

Framework Description

Vehicle Charging Infrastructure Solutions (VCIS, RM6213) is a dynamic purchasing system from the Government Commercial Agency (GCA, formerly Crown Commercial Service) supporting the public sector's move to low-emission vehicles. Let under PCR 2015, it has already been extended to 23 February 2029, the latest date such a DPS can run. It is a single-lot DPS covering everything from feasibility studies to fully managed chargepoint services.

Context & Use Case

Central government and wider public sector bodies use VCIS to buy a complete chargepoint solution or specific parts, such as installation or back-office software, for fleet depots, staff car parks or public charging. Buyers find suppliers through a filtering system, and there is no maximum length for contracts awarded under the DPS, which suits long-term concession and maintenance arrangements.

Who Can Apply

Chargepoint manufacturers, installers, software providers and EV infrastructure consultancies can join VCIS at any time until 23 February 2029. Places are not limited and there is no cost to apply, so small regional installers can compete alongside national operators.

Buyer Benefits

Buyers can write specifications and contracts that suit their site and funding, and an automated process cuts administration. A growing supplier base keeps competition active, and the absence of a maximum contract length supports long-term charging partnerships. Buyers can also lease rather than buy hardware.

Next Steps

Apply through the GCA agreement page (https://www.gca.gov.uk/agreements/RM6213), setting filters accurately so you receive the right competition notifications. Prepare evidence such as installation accreditations, completed public sector sites and maintenance performance. Joining soon gives you more competitions before the DPS closes in February 2029.

How Athena Can Help

Athena can get your EV business onto VCIS quickly. Our EV infrastructure DPS applications set filters to match your services, complete the questions and check compliance before submission.

Chargepoint competitions often combine capital cost, revenue share and maintenance. Our financial models for chargepoint bids make those numbers work, and our bid/no-bid support for EV tenders helps you choose which councils and sites to pursue. Installation accreditations and completed sites are presented clearly.
