Framework Description
Vehicle Lease, Fleet Management and Salary Sacrifice Car Schemes (RM6268) is a four-year framework, closed to new applications, from the Government Commercial Agency (GCA, formerly Crown Commercial Service). It covers leasing of manufacturer vehicles, including converted, specialist and municipal vehicles, plus independent fleet management and salary sacrifice car schemes, across five lots. It ends on 6 February 2027.
Context & Use Case
Public sector buyers use RM6268 to lease vehicles of every fuel type, including electric, hybrid and hydrogen, to outsource fleet management and to offer staff salary sacrifice car schemes, which can be limited to ultra-low emission vehicles. Standard cars and vans can be quoted through the Fleet Portal, and lots 1, 2a and 2b allow direct award with simple order forms.
Scope of Services
Lot 1: Lease of vehicles up to 3.5 tonnes Lot 2a: Lease of commercial vehicles up to but not including 7.5 tonnes Lot 2b: Lease of commercial vehicles of 7.5 tonnes and over Lot 3: Independent fleet management services Lot 4: Salary sacrifice car schemes
Lots
Lot 1: Lease of vehicles up to 3.5 tonnes; Lot 2a: Lease of commercial vehicles up to but not including 7.5 tonnes; Lot 2b: Lease of commercial vehicles 7.5 tonnes and over; Lot 3: Independent fleet management services; Lot 4: Salary sacrifice car schemes
Who Can Apply
Membership of RM6268 is fixed, so leasing companies, fleet managers and salary sacrifice providers not appointed cannot join before it ends on 6 February 2027. With less than four months left, the replacement is the realistic target.
Buyer Benefits
Buyers compare technical specifications and prices in the Fleet Portal, benefit from manufacturer discounts and get access to zero and ultra-low emission vehicles. Direct award on the leasing lots makes routine vehicle orders quick, which matters for councils and police forces replacing vehicles on a cycle.
Next Steps
Check the GCA page (https://www.gca.gov.uk/agreements/RM6268) and GCA's upcoming agreements for the successor agreement and its timetable. Prepare evidence on EV transition support, fleet management savings and salary sacrifice take-up. Appointed suppliers should plan how existing customers will move to the replacement.
