Framework Description
The Gwynedd and Anglesey Structures & Coastal Maintenance Framework is a joint framework for Cyngor Gwynedd and Isle of Anglesey County Council, covering routine and emergency maintenance of structures and coastal assets under NEC4 contracts. Announced as awarded in August 2026, the £3.8m framework went to 17 suppliers across eight lots: six area lots for Arfon/Dwyfor, Meirionnydd and Ynys Môn, plus lots for major projects and geotechnical engineering specialists.
Context & Use Case
The two councils use the framework for routine inspections, structural repairs and upkeep of coastal assets on both the mainland and Anglesey, and for emergency maintenance when assets are damaged. The area lots give local contractors a route to nearby work, while the major projects and geotechnical lots bring in larger schemes and specialist skills.

Who Can Apply
The framework was awarded to 17 suppliers in August 2026, so its membership is fixed and new contractors cannot join. Civil engineering, marine and geotechnical contractors that missed this round should prepare for the next procurement by the two councils.
Buyer Benefits
The councils get pre-appointed contractors for each area who can respond quickly when structures or coastal defences need emergency work. NEC4 contracts give clear control of cost and programme, and separate lots for major projects and geotechnical work bring in specialist skills when needed.
Next Steps
Appointed contractors should prepare for call-offs under NEC4, with resources ready for emergency mobilisation in their area. Others should follow Cyngor Gwynedd's tenders page (https://www.gwynedd.llyw.cymru/en-gb/businesses/tenders-and-procurement) for the next procurement and build coastal and structures experience, possibly as subcontractors to appointed firms.
