Framework Description
Cyngor Gwynedd's NMWTRA Consultancy Professional Services Framework Contract 2026 provides multi-disciplinary consultancy across three lots, split by the size of the commission. It was awarded on 28 August 2026, with four consultancies on each lot and six firms in total. The framework runs from 10 September 2026 to 30 August 2028, with options to extend by up to 24 months to 30 August 2030.
Context & Use Case
Work is let by estimated value: commissions under £50,000 go to Lot 1, those over £50,000 to Lot 2, and major projects to Lot 3. Each lot carries an estimated value of £16 million, which can be shared between lots. Contract locations cover Gwynedd, Anglesey, Conwy and Denbighshire, Flintshire and Wrexham, Powys and South West Wales.
Scope of Services
Lot 1: Multi-disciplinary consultancy professional services under £50,000 Lot 2: Multi-disciplinary consultancy professional services over £50,000 Lot 3: Major consultancy professional services projects
Lots
Lot 1 Multi-disciplinary Consultancy Professional Services < £50k; Lot 2 Multi-disciplinary Consultancy Professional Services > £50,000; Lot 3 Major Consultancy Professional Services Projects
Who Can Apply
Suits large engineering and multi-disciplinary consultancies able to support Cyngor Gwynedd's NMWTRA programme across North and Mid Wales. The framework was awarded in August 2026 and applications are closed, so other firms cannot join until it is re-tendered, likely ahead of 30 August 2028 or, if extended, 2030.
Buyer Benefits
Value-banded lots let the client send small commissions and major projects to consultancies suited to each, without a fresh procurement each time. Four consultancies per lot give competition and back-up capacity, and a term of up to four years gives continuity for multi-year programmes.
Next Steps
Appointed consultancies should agree instruction and reporting processes with the client team and track performance on each commission. Others should read award notice 082154-2026 on Find a Tender to see how lots were awarded, consider supply chain roles with the appointed firms, and build Welsh public sector case studies ahead of the re-tender expected before 30 August 2028.
How Athena Can Help
This framework is now awarded, so the opportunities are in delivery and the next round. For appointed firms, Athena's engineering consultancy bid writers prepare strong responses and pricing for work under each lot, with a compliance check before submission.
For others, our bid/no-bid and planning tools help you judge the re-tender, and our Welsh framework pipeline lines up other consultancy frameworks across North and Mid Wales that are open or due to open.
