715855513 UK2 Preliminary Market Engagement

Coming soon

Framework Description

This notice (reference 715855513) covers preliminary market engagement by Defence Equipment and Support (DE&S) for ISTARI, the Ministry of Defence's programme for space-based intelligence, surveillance and reconnaissance (ISR). DE&S held an industry day on 29 June 2026 to brief suppliers on the National Armament Directive's space portfolio and the ISTARI vision. It is not yet a framework or tender: the engagement exists to inform a later formal procurement.

Context & Use Case

ISTARI is the MOD's overarching programme to deliver the UK's end-to-end space-based ISR requirement. It brings together Operational Concept Demonstrators into an in-service capability giving sovereign, Defence-controlled, resilient and timely global observation that augments allied capability. Engagement at this stage is about the MOD explaining direction to industry and testing how suppliers could contribute, before any formal competition is launched.

Who Can Apply

Relevant to space technology companies, satellite and sensor manufacturers, ground segment and data processing specialists, and defence systems integrators. Nothing can be joined yet: this is pre-procurement engagement. Suppliers who want a role should be preparing now, either as prime bidders or as partners and subcontractors to larger teams.

Buyer Benefits

Early engagement lets the MOD shape ISTARI around what industry can realistically deliver and spot sovereign capability in the UK supply chain. The emphasis on UK sovereign, Defence-controlled and resilient capability tells suppliers what will weigh heavily when evaluation starts. Buyers will want evidence of secure delivery and a credible route from demonstrator to in-service capability.

Next Steps

The 29 June 2026 industry day has passed. Review the Defence Online notice and any DE&S follow-up material, and watch Find a Tender for the formal procurement notice. Work out where your technology fits within ISTARI, which primes or integrators you might partner with, and what evidence you hold on sovereign capability, security and space heritage.

How Athena Can Help

ISTARI is at the stage where the strongest bidders are already shaping their offer. Athena's bid/no-bid support can help you make a structured decision on whether to bid as a prime, partner or subcontractor, and plan the bid for the bid. When the tender lands, our bid management specialists would build win themes around sovereign capability and resilience, write to the evaluation criteria and run a compliance check. If DE&S uses a framework route for later phases, our framework registrations team can prepare that application too.
