Framework Description
The Flexible Support Fund Dynamic Purchasing System 2 (FSF DPS 2) is the Department for Work and Pensions' route for buying work-focused activities for Jobcentre Plus districts in England, Scotland and Wales. It runs under the light-touch regime with an estimated value of £250 million and has been extended to 30 September 2028, with potential for further extension. DWP may move it to a Dynamic Market under the Procurement Act 2023, with notice to accredited suppliers.
Context & Use Case
Jobcentre Plus districts use the Flexible Support Fund to buy local activities that move claimants closer to work, often where national programmes leave gaps. Districts commission providers on the DPS for things like short courses, job search support and employer-linked activities. The DPS has moved from Jaggaer to DWP's Atamis eProcurement platform, which is now where it is managed.

Who Can Apply
Suits local training providers, employability specialists, charities and community organisations that work with jobseekers. The DPS is live and new providers can still seek accreditation, but online registration is suspended while DWP moves to its new eProcurement system, so applications currently go through a temporary offline process.
Buyer Benefits
Jobcentre Plus districts can buy short, targeted activity quickly to meet local labour market needs, using a pool of pre-accredited providers. That lets them respond to local redundancies, sector shortages or particular claimant groups. Districts value providers that know the local area, can start quickly and can show job outcomes.
Next Steps
Read DWP's 'Flexible Support Fund Dynamic Purchasing System 2' guidance on GOV.UK. While online registration is suspended, email cdfsf.adhocprocurement@dwp.gov.uk to request the temporary application details. Prepare evidence of work with jobseekers, delivery areas and quality and safeguarding policies. Once accredited, set your service, customer group and location filters so you receive the right requests for quotes.
How Athena Can Help
For FSF DPS 2, Athena would take the accreditation application off your hands through our DPS registration help, then compliance-check it against DWP's membership conditions. When districts compete activities, our help with bid writing can help you write short, persuasive proposals that show local knowledge and job outcomes. Our public sector bidding service includes pricing that wins work and still covers delivery costs, which matters on small-value district contracts where margins are thin. If DWP moves the DPS to a Dynamic Market, we can also check what you need to resubmit.
