Framework Agreement for Public Health Behavioural Change Marketing

Coming soon

Framework Description

Derbyshire County Council's Framework Agreement for Public Health Behavioural Change Marketing will appoint a single provider to plan and deliver public health campaigns. The initial term runs from 1 December 2026 to 30 November 2028, with options to extend by two further 12-month periods to 30 November 2030, a maximum of four years. The council estimates the value at £2.5 million excluding VAT across all call-offs.

Context & Use Case

The council's public health team will call off campaigns supporting local priorities, including mental health, child wellbeing, poverty reduction, financial wellbeing and safe, healthy living. With a single provider, campaigns are commissioned directly rather than competed each time. That puts weight on the provider's ability to cover strategy, creative, media and evaluation across many topics.

Who Can Apply

Suits marketing and communications agencies with public health or social marketing experience, capable of delivering end to end. Because the framework is Coming soon, agencies cannot join yet; they must bid in the tender. As a single-provider award, only one agency will be appointed.

Buyer Benefits

A single strategic partner means consistent messaging and a faster start on each campaign, with no repeated procurement. Buyers in public health want evidence that campaigns change behaviour, not just reach, so insight-led design and honest evaluation will be valued. Value for money across a fixed budget also matters.

Next Steps

Check the notice on D3 Tenders for the tender documents, deadlines and how to respond. Prepare public health campaign case studies with measured behaviour change outcomes, your evaluation method and team credentials. The contract is planned to start on 1 December 2026, so build your response early rather than against the deadline.

How Athena Can Help

A single-supplier award makes this a winner-takes-all tender, so every mark counts. Athena's competitor analysis and bid writing can build win themes and model your likely score against competing agencies. Our public sector tender advice gives a structured bid/no-bid decision and pricing that is competitive yet profitable. Before submission, we run a Bid Health Check to catch weak answers. If you want a wider pipeline of public health marketing frameworks across other councils, Athena's framework service can map them for you.
