R-Cloud (Dstl Research Cloud)

Framework Description

R-Cloud is the Defence Science and Technology Laboratory's dynamic marketplace for buying defence science and technology (S&T) research, experimentation and technical services. It is a single-lot dynamic arrangement rather than a framework closed to new applications, so suppliers are onboarded first and then compete for individual tasks. Dstl names R-Cloud as one of two primary successor routes for work that would previously have been placed through the SERAPIS framework.

Context & Use Case

Dstl and the wider MOD community use R-Cloud when they need specialist S&T capability at pace: research tasks, experimentation and trials, modelling, assurance and emerging-technology work supporting defence and national security. Requirements are released as individual competitions that onboarded suppliers respond to, which avoids running a standalone procurement for each task. Work that once went through SERAPIS is a natural fit, so former SERAPIS suppliers should expect familiar types of tasking here.

Who Can Apply

R-Cloud suits research organisations, universities, specialist technology SMEs and established defence suppliers with genuine S&T depth. Dstl says suppliers can register to join R-Cloud at any time, then bid for competitions as they are released. Registration alone does not win work; each task is competed.

Buyer Benefits

Dstl can bring in niche expertise for a defined research question without a full procurement each time, and the supplier pool grows as new organisations register. That matters in fast-moving technical areas, where the best capability may sit in a small firm or a university lab rather than with a prime contractor.

Next Steps

Start with Dstl's science and technology procurement frameworks page on GOV.UK, which links to R-Cloud registration. Map your capability against the research areas Dstl buys and gather evidence of relevant S&T delivery, named experts and any defence work. If you delivered tasks under SERAPIS, collect that track record now. Once onboarded, agree internally who reviews new competitions and how quickly you can commit a team.

How Athena Can Help

For a supplier joining R-Cloud, Athena would check that your capability lines up with the research Dstl buys, then write and compliance-check the onboarding application through our framework registration service. Once you are onboarded, every task is competed, so our bid writing team can build win themes and technical responses for individual competitions, and model how your submission is likely to score against rival labs and SMEs. Bid/no-bid advice helps you decide which tasks are worth a team's time.
