Analysis and Recovery

Framework Description

The East of England NHS Collaborative Procurement Hub's Analysis and Recovery framework lets public bodies appoint specialists to carry out retrospective reviews that find and recover overpayments, and generate income. It has ten lots covering telecoms, energy, water, business rates, VAT, accounts payable, overseas patient income, contract compliance and multidisciplinary services. It is a four-year framework running to 31 March 2028, with an option to extend by a further 12 months.

Context & Use Case

NHS trusts, universities, councils and emergency services use the framework when finance teams want to recover money lost through billing errors, rates assessments or VAT treatment without paying upfront. Reviews are usually delivered on a no-win, no-fee basis, so buyers pay from what is recovered. Call-offs are made by direct award or further competition.

Scope of Services

Lots 1–3: Telecoms, energy and water contract reviews Lot 4: Water management service Lot 5: Business rates review and revaluation Lots 6–7: VAT reviews; accounts payable transaction reviews Lot 8: Private and overseas patients income generation and recovery Lots 9–10: General contract compliance; multidisciplinary services, income generation and consultancy

Who Can Apply

Suits recovery audit firms, utilities and telecoms bill auditors, business rates and VAT specialists, and NHS income consultancies able to work on a no-win, no-fee basis. Applications for this framework are closed, so new suppliers cannot join until the hub re-tenders, likely around 31 March 2028 or, if extended, 31 March 2029.

Buyer Benefits

Buyers get recovery work with little budget risk, because fees come from money recovered. One framework covers many spend categories, so a finance team can commission a rates review and a VAT review from the same agreement. Specialist lots for overseas patient income are particularly relevant to NHS trusts.

Next Steps

Appointed suppliers should be ready for direct awards and further competitions with recovery track records, fee percentages and data security arrangements. Others should watch the hub's framework pages at eoecph.nhs.uk and Find a Tender for the re-tender, and build evidence of recoveries made for public sector clients.

How Athena Can Help

Recovery frameworks are won on proof: recovered sums, methodology and data handling. Athena's bid writing services turn your recovery record into scored case studies and model your fee percentage against competitors.

For firms preparing for the re-tender, our framework lot selection support picks the lots that match your specialisms and manages the application, and our NHS and public sector bids support helps win recovery audits that trusts and councils tender directly, with a compliance check before every submission.
