Training and Development Services

Live

Framework Description

Training and Development Services is an East of England NHS open framework for publicly funded bodies that need coaching, training programmes, leadership development and patient-safety learning. It runs until 11 January 2034 and reopens to new suppliers roughly every two years, so the supplier list changes over its life. It is not a DPS, but the periodic reopenings give new providers repeated chances to win a place across its nine lots.

Context & Use Case

NHS trusts, integrated care boards, blue light services and other publicly funded organisations use it to buy staff development, from one-to-one coaching to system-wide leadership programmes, by direct award or mini-competition. National priorities drive much of the demand: the PSIRF lots were created with NHS England, and Lot 7 gives a compliant route to Oliver McGowan training on learning disability and autism.

Scope of Services

Lot 1: Coaching and Mentoring Services Lot 2: Training Programmes Lot 3: System Leadership Lots 4a to 4c: PSIRF systems approach, oversight training, and patient and staff involvement in learning from incidents Lot 5: Digital Clinical Safety Lot 6: Environmental Sustainability Skills Lot 7: Oliver McGowan Training

Lots

Lot 1: Coaching and Mentoring Services; Lot 2: Training Programmes; Lot 3: System Leadership; Lot 4a: PSIRF - Systems Approach to Learning From Patient Safety Incidents; Lot 4b: PSIRF - PSIRF Oversight Training; Lot 4c: PSIRF - Patient and Staff Engagement and Involvement in Learning from Patient Safety Incidents; Lot 5: Digital Clinical Safety; Lot 6: Environmental Sustainability Skills; Lot 7: Oliver McGowan Training

Who Can Apply

Suits training providers, coaching and leadership consultancies, patient-safety specialists and digital clinical safety trainers with NHS experience. Because it is an open framework that reopens about every two years, suppliers can apply at the next reopening window. Check the East of England NHS framework page for when that window opens and which lots are included.

Buyer Benefits

Trusts can commission development quickly without a full tender, choosing from providers already checked for quality. The PSIRF and Oliver McGowan lots matter because these are national requirements that trusts must deliver, often across whole workforces. Buyers favour suppliers who can show measurable learning outcomes, real understanding of NHS settings, and delivery at scale across a system rather than a single organisation.

Next Steps

Decide which lots match your proven delivery, such as PSIRF oversight training or system leadership, and gather NHS case studies with outcome data. Check the framework page at eoecph.nhs.uk for the next reopening date, as new entry is only possible during those windows. If you are already appointed, keep pricing and trainer profiles current for call-offs. The framework runs until 11 January 2034.

How Athena Can Help

Because this framework reopens every two years, timing matters. Athena's framework registration support can pick out the lots where your evidence is strongest, write the quality responses and case studies, and compliance-check the application before the window closes. A 6–12 month pipeline plan keeps you ready for the next reopening.

Once appointed, our bid writers help you win call-offs against other training providers, and our public sector bid consultants can advise which trust and ICB opportunities are worth pursuing.
