Framework Description
Transforming Organisations, Partnerships and Systems, known as Transform, is East of England NHS's consultancy framework for trusts and other publicly funded organisations. It gives access to 46 appointed advisory providers across eight lots, from service redesign and governance to procurement, workforce and communications support. Applications for this framework are closed (it is not a DPS), and it runs until 23 April 2027 with one 12-month extension that could take it to April 2028.
Context & Use Case
Trusts, integrated care systems and other publicly funded bodies use it when they need outside expertise for change programmes: modelling sustainable services, strengthening board assurance, delivering cost improvement plans, supply chain reviews or workforce redesign. A skills and specialisms matrix helps buyers find the right partner, including local SMEs, and call-offs are by direct award, direct award with partial competition or mini-competition.

Who Can Apply
Suits healthcare management consultancies and specialist advisers in strategy, finance, procurement, workforce and communications. Applications for this framework are closed, so firms not already among the appointed providers cannot join now. The re-tender is likely around April 2027, or April 2028 if the extension is used, so it is worth preparing NHS case studies before then.
Buyer Benefits
Trusts can appoint consultants quickly through a pre-tendered route instead of running a full procurement for each assignment. The lot structure lets them target the exact expertise they need, or use Lot 8 for cross-cutting programmes. Buyers value consultants who understand NHS governance and system working, and who can show savings, better performance or sustainable service models from past assignments.
Next Steps
Appointed suppliers should watch for call-offs from trusts and ICBs and keep lot-specific case studies and day rates ready. Others should prepare for the replacement procurement: the term ends on 23 April 2027 with one possible 12-month extension, so a re-tender could come in 2027 or early 2028. Review the lot descriptions on the hub's framework page at eoecph.nhs.uk to choose where to bid.
How Athena Can Help
Consultancy call-offs are won on method and evidence. For firms on Transform, Athena's bid management support builds win themes using our F.V.D. model and estimates your likely score against other appointed consultancies, so each proposal targets the evaluation criteria.
For firms planning for the next round, our public sector bidding team can run a bid/no-bid review across the eight lots, while our framework application service prepares selection answers, case studies and policies well ahead of the re-tender.
