Framework Description
Eastern Procurement Limited is tendering a Heating, Electrical, Mechanical and Decarbonisation Framework for up to ten suppliers. It is a single combined framework, not divided into lots, covering heating, electrical, mechanical, renewable and low-carbon works and services in domestic and non-domestic buildings, occupied or void. It is due to run from 6 January 2027 to 5 January 2031, with an estimated value of about £1.06 billion excluding VAT.
Context & Use Case
Eastern Procurement is a member-led not-for-profit serving housing providers and councils, but any contracting authority under the Procurement Act 2023 can use this framework. Call-offs can be awarded with or without further competition and are let on JCT Measured Term Contracts. Work ranges from servicing and responsive repairs to planned programmes, grant-funded projects and larger retrofit and decarbonisation programmes.
Scope of Services
Heating installation, servicing, safety checks and repairs (gas, oil, solid fuel, electric) Heat pumps, biomass, CHP, heat networks and solar thermal Rewiring, testing, EICRs, consumer units and fire and CO alarms Solar PV, battery storage and EV charging Mechanical ventilation with heat recovery and other mechanical systems Retrofit assessment, coordination, PAS 2035 and EPC services Project management for retrofit and decarbonisation programmes

Single lot (not divided into lots)
Who Can Apply
Suits heating, electrical and M&E contractors and retrofit installers able to deliver the whole scope, directly or through a declared supply chain. The tender is open until 12:00 on 4 November 2026, so contractors must bid now for one of up to ten places; firms that cover only part of the scope should line up supply chain partners.
Buyer Benefits
Members get one route for heating, electrical, mechanical and decarbonisation work instead of separate contracts for each trade, which suits whole-house retrofit. The flexible scope lets them respond to new standards and grant funding during the term, and direct award options help them start funded work quickly.
