Digital Aerials Framework EEM0039

Live

Framework Description

EEM0039 is Efficiency East Midlands' Digital Aerials Framework, a single-lot agreement for installing and maintaining digital aerials and communal TV reception systems across members' housing and buildings. Applications for this framework are closed (it is not a DPS), and it runs until 28 October 2028 with no extension listed. Members call off from the installers appointed at the last tender rather than running their own procurements.

Context & Use Case

Housing associations and councils with blocks of flats use it to install, repair and replace aerials and integrated reception systems (IRS) serving tenanted homes, whether reacting to resident reports of poor signal or upgrading systems in a planned programme. Signal surveys help members scope replacement work before committing budget, and the framework saves each landlord from tendering this specialist trade on its own.

Who Can Apply

Suits aerial and communal reception installers with social housing or public sector experience and teams able to work at height and in occupied blocks. Applications for this framework are closed, so new suppliers cannot join until the replacement procurement, likely around 28 October 2028.

Buyer Benefits

Landlords need TV reception fixed quickly because it is one of the repairs tenants notice most. The framework gives them installers already checked on price, quality and safety, and a ready route for planned IRS upgrades across many blocks. They value fast response, clear survey reports and safe working at height.

Next Steps

Appointed suppliers should keep response times, accreditations and sample survey reports ready for call-offs. Other installers should plan for the re-tender ahead of 28 October 2028: follow the Find a Tender notice and EEM's announcements, collect references from housing clients, and document your health and safety approach for rooftop and communal work.

How Athena Can Help

Digital aerial work is usually won on response times and price. If you are on EEM0039, Athena's bid managers can strengthen call-off responses and model your pricing against competing installers.

If you are not, we can prepare you for the 2028 re-tender. Our framework onboarding support builds the case studies, health and safety policies and certificates EEM will expect, and our public sector bid planning helps you judge which other housing frameworks to pursue alongside this one.
